This article organizes publicly available information into a single account. Where it describes an arrest or an ongoing investigation, that reflects only one stage of criminal procedure and does not mean guilt has been established (the presumption of innocence applies). We will update this article as new information becomes available, including the outcome of prosecution, non-prosecution, or trial. This article is not intended to unfairly disparage any individual, group, nationality, ethnicity, or belief, and aims to provide objective, fact-based information.

Izumi Police Station of the Kagoshima Prefectural Police arrested a 36-year-old US national of no fixed address, who described himself as unemployed, on October 10, 2026 on suspicion of violating the Immigration Control and Refugee Recognition Act by illegally overstaying. According to the Minami-Nippon Shimbun and other outlets, he is accused of remaining in Japan without renewing his period of stay. Police said he had been in Japan on a short-term stay status since October 15, 2025, with his permitted period running through January 13, 2026.

At around 7 p.m. on October 10, the man came to Izumi Police Station alone and said he had no money and nowhere to stay. When officers checked his passport, they found his period of stay had expired. He had entered Japan through Saga Airport in October 2025 and had since been traveling around the country. Under questioning he reportedly admitted the allegation, saying in effect that he had known his period of stay had passed but had not wanted to return to the United States, according to MBC Minami-Nippon Broadcasting.

Current status: How he came to be in Kagoshima, and the outlook for referral to prosecutors or deportation proceedings, remain unclear as of this writing. This article will be updated as further details emerge.

Editorial Perspective

No decision on indictment has been made at this stage, so this article reflects information from the investigative phase. An arrest is only one step in criminal procedure and does not establish guilt (the presumption of innocence). According to National Police Agency and Ministry of Justice statistics, the number of Penal Code cases involving foreign nationals visiting Japan has risen for two consecutive years since 2023, but remains below its mid-2000s peak (related article). A single case does not necessarily reflect the broader statistical trend; further developments are worth watching.
