This article organizes publicly available information into a single account. Where it describes an arrest or an ongoing investigation, that reflects only one stage of criminal procedure and does not mean guilt has been established (the presumption of innocence applies). We will update this article as new information becomes available, including the outcome of prosecution, non-prosecution, or trial. This article is not intended to unfairly disparage any individual, group, nationality, ethnicity, or belief, and aims to provide objective, fact-based information.

A joint investigation team made up of Niigata Prefectural Police's Sanjo Station and the prefectural police announced by October 2, 2026 that it had arrested a 31-year-old Vietnamese national, of no fixed address and unemployed, on suspicion of trespassing and theft. According to the Niigata Nippo, the man is suspected of conspiring with two other Vietnamese men and unidentified individuals on October 23, 2025 to break into a home in Sanjo, Niigata Prefecture and steal cash and other items.

According to the prefectural police, break-ins by this group targeting vacant houses and other properties span 11 prefectures, with roughly 210 confirmed incidents and total losses of about 69 million yen in cash, jewelry and other valuables. About 30 of those cases occurred in Niigata Prefecture. Police are working to establish the full structure of the group and the roles of its members.

Current status: Whether the man admits the allegations, his residence status, the status of other alleged accomplices, and the outlook for charges covering all 210 incidents remain unclear as of this writing. This article will be updated as further details emerge.

In another wide-area burglary case involving Vietnamese men, Fukuoka police caught three suspects in October 2026 over roughly 80 incidents worth about 5.12 million yen. Related article

Editorial Perspective

No decision on indictment has been made at this stage, so this article reflects information from the investigative phase. An arrest is only one step in criminal procedure and does not establish guilt (the presumption of innocence). According to National Police Agency and Ministry of Justice statistics, the number of Penal Code cases involving foreign nationals visiting Japan has risen for two consecutive years since 2023, but remains below its mid-2000s peak (related article). A single case does not necessarily reflect the broader statistical trend; further developments are worth watching.
