Construction Worker Arrested Over Suspected Facilitation of Illegal Employment of Two Vietnamese Nationals

On April 9, 2026, the Kakogawa Police Station of Hyogo Prefectural Police and other units arrested a construction worker (36) from Nishi Ward, Kobe, on suspicion of violating the Immigration Control and Refugee Recognition Act by facilitating illegal employment, for allegedly employing two Vietnamese nationals (aged 29 and 24) whose periods of residence had expired as laborers at a materials storage yard in Inami from around summer 2025 to around March 2026. The man is said to have conspired with other men in their 20s and 40s.
The case occurred in the same town of Inami as the arrest of the civil engineering company president mentioned above, pointing to a regional concentration of cases involving the facilitation of illegal employment. Current status: The suspect has been arrested; whether he will be indicted has not been disclosed as of this writing.
The construction industry is one of the sectors facing a severe labor shortage, and cases in which the confirmation of residence status is neglected in the rush to secure workers reportedly continue unabated. The recurrence of similar cases within Inami may reflect a mismatch between local construction demand and the available labor supply.
