Filipino Teen's Charge Upgraded to Fatal Reckless Driving After Three Rail Workers Struck at Level Crossing

At around 1:00 a.m. on June 25, 2026, the Matsudo Police Station of the Chiba Prefectural Police arrested a 19-year-old Filipino man, who identified himself as a company employee, on the spot on suspicion of violating the Act on Punishment of Driving Motor Vehicles Resulting in Death or Injury (dangerous driving causing injury), after he allegedly drove a light minivan while intoxicated and struck three men performing rail-replacement work at a level crossing adjacent to Minoridai Station on the Keisei Matsudo Line in Matsudo. He is believed to have been in a state where alcohol made normal driving difficult.
Of the three men who were struck, Shinichiro Yamashita (52), a company employee from Adachi Ward, Tokyo, died at the hospital where he was taken. Following his death, Matsudo Police upgraded the charge to dangerous driving causing death and injury and are continuing the investigation. The other two men suffered injuries of varying severity.
Current status: The suspect was initially arrested on suspicion of dangerous driving causing injury, but following the victim's death the charge was upgraded from dangerous driving causing injury to dangerous driving causing death and injury. Whether the case will be referred for prosecution or result in an indictment had not been determined as of this writing.
The offense of dangerous driving causing death or injury is defined under Article 2 of the Act on Punishment of Driving Motor Vehicles Resulting in Death or Injury, which stipulates a severe statutory penalty of one to twenty years' imprisonment in cases resulting in death. Proving that alcohol impaired the defendant's ability to drive normally is expected to be a key focus at trial.
