Chiba Prefectural Police announced on October 8, 2026 that they had re-arrested an 18-year-old Chinese national on suspicion of building intrusion and attempted theft. According to Chiba TV and other outlets, the man is accused of entering the men's changing room of a super sento public bathhouse in Chiba Prefecture between around 12:45 p.m. and 1:00 p.m. on September 2, 2026, and attempting to steal valuables from a locker using a duplicate key. Police seized 170 duplicate keys from his bag.
According to police, roughly 100 similar cases have been confirmed across Chiba, Saitama, Tokyo and Kanagawa since June 2026. In some cases, the IC chips were extracted from stolen credit cards and replaced with different chips, and the extracted chips showed signs of fraudulent use primarily in Hong Kong. Total losses from the series of thefts are believed to run into the millions of yen. Police are investigating the possibility that the thefts were organized crimes committed by a Chinese group. The man has reportedly denied the allegations.
