The Organization for Technical Intern Training (OTIT) began accepting pre-implementation applications for certification of "employment for skill development" (ikusei shuro) plans on September 1, 2026, ahead of the new system taking effect on April 1, 2027. According to the organization's official website, application documents must be sent so that they arrive on or after September 1, and must be submitted to the OTIT regional office or branch covering the applicant's address — or, for corporations, their head office location. This differs from applications for supervising and support organization licenses, which were submitted to headquarters.

According to a September 24, 2026 report by Rodo Shimbun, the organization is asking applicants to file between five and seven months before the intended start date of the employment for skill development period. The application window runs through March 31, 2027, with screening results expected to be issued on or after April 1, 2027, once the system takes effect. The employment for skill development system replaces the technical intern training system under legislation enacted in June 2024; applications for supervising and support organization licenses had already opened earlier, on April 15, 2026.
